What we cover, and what each level lets you do
One row per pathway: a program edition plus an equipment type. A pathway only moves up a level when a person has read the current rules and recorded the source.

What moves a pathway up a level
A person reads the current program documents, records the source URL and page, encodes the rules, then files a test application end to end. The review date on every row is the date that person signed off, not the date a script last fetched the page.
